The news comes just months after the city of Dallas agreed to ensure that Garcia stayed among the state's highest-paid police chiefs and to give him a $10,000 retention bonus every six months. Jaime Castro, president of the Dallas Police Association, which represents the city's officers, joined KRLD Friday morning with his reaction.
